LOCAL
ADMINISTRATIONS TECHNOLOGY RESEARCH AND DEVELOPMENT
ASSOCIATION
Our
association has been working for the purpose of advising and supporting related
foundations and persons, especially the municipalities, on every subject which
is within the field of authority and responsibility of local administrations in
Turkey.
Some
of the subjects of the association are indicated below:
-To
increase the making use of municipality services, to secure the provision of
service quality.

To announce and present developed technologies in every field, such as industry,
energy, garbage control, geothermal, informatics, environment health, disaster
management and transportation.

To act as a guide in choosing, using and applying the industrial products.
-
To act as a consultant in projects.
-
To act as a financial consultant of projects.
-
To bring together foundations and people who are related with all these matters.
Some of our activities are summarized below:

Providing and improving cooperation facilities with related people and
foundations.

Arranging conferences, excursions and other activities in order to introduce
developments in the world.

Announcing developments by all kind of publications and communication facilities.
-
Making co-operations and joint studies with local and foreign foundations and
people to implement necessary studies and activities.
-
Establishing working groups which consist of specialists in different fields and
local administrations such as industry, informatics, earthquake, energy, and
finance and announcing the result.
Our magazine to be published every two months in Turkish and English will
include the studies of the association, special reports, various subjects
connected with local administrations. It will be distributed free beginning from
May 2005 to some municipalities, ministries, chambers of commerce and other
related foundations in Asian, European, African countries and all the
municipalities, governorships, special administrations, ministries, also their
connected foundations and embassies.
Improving the relations between countries through organizing activities,
joint works and every kind of co-operation is appreciated by us.

Our

Local Governments
Technological Research and Development Association (MITAGED) was
established to provide consulting services and support for
organizations and agencies concerned, especially
municipalities
|
|
|
|
Throughout the world local administrations are
important actors in capital and service market. Though MITAGED is
not a direct party in purchase, the association provides a common
platform for earnest buyers and suppliers to meet.

MITAGED organized six different meetings on Foreign
Financing, Credit, Fund and Environment Management Systems in its
first year. Prominent experts from the World Bank and European Union
(EU), Undersecretariat of Treasury, İller Bank, Forestry and
Environment Ministry, embassies, Ministry of Finance, TOKI (Mass
Housing Administration), TIKA (Turkish Cooperation and Development
Agency) and the Court of Accounts and experts from other significant
institutions attended our meetings as speakers. During these
meetings, conditions, possibilities and problems were explained to
all local administrations and MITAGED undertook the task of
preventing unnecessary or false expenses made to incompetent
institutions or people claiming that they provide goods, service or
capital. During these explanatory and cautionary meetings, MITAGED's
Qualified Consultancy feature
was appreciated and won high praises of every
sector

MITAGED
is only NGO attending 5th Technical Advisors Congress
International
Federation of Consulting Engineers (FIDIC) Turkey Representative
TurkMMMB (Turkish Union of Consulting Engineers and Architects)
organized 5th Technical Advisors congress on April 12 and 13, 2007.
MITAGED was the only
non-governmental organization invited to the congress.
Chairman Müfit Şekerci and
Second Chairman Erdal Karabaş pointed out problems of local
administrations like technical and financial capacity problems.
Problems led by tender system were also discussed during the
meetings.
European Federation of
Engineering Consultancy Associations (EFCA) attended the congress
with President Yann Leblais, General Secretary Jan Van Der Putten,
and EFCA Administrative Board Member Andrzej Michalowski.
Among the other
speakers were Reinhard Honert from Brussels, Subhash Mehrotra from
Consultants' Association of India, Bahaettin Kaptan from Iller Bank,
Işıkhan Güler from Yüksel Project International, architect Aydın
Boysan and Erdal Eren President of Turkish Constructers Association
Erdal Eren.
The meeting mostly focused on relations with municipalities
and the place of technical consultancy both in the world and in
Turkey. It was underlined that lack of consultancy service in
big projects and tenders lead inactive or idle facilities, projects
deviating from its objectives and other problems.
It was also stated in
the congress that in the following years approximately 3,5 billion
Euro will be granted to transportation, environment, rural
development and human resources projects and consultancy services
are highly required in these projects.
Most municipality officials
ignore the importance of consultancy services on large-scale
projects. World Bank can offer a 6 billion dollar source for
substructure projects of municipalities yet; the World Bank takes
certified consultancy services into consideration while providing
sources.
Throughout the world
public and private sector firms get consultancy service for large-scale
projects. However, consultancy service is underestimated in Turkey
since most firms seek consultancy only in technical projects. But
social projects need consultancy services as well.

MITAGED
and Cuban Embassy to work hand-in-hand
MITAGED
Administrative Board paid a visit to Cuban Ambassador Ernesto Gomez
Abascal on February 2, 2007. It was underlined, during the meeting
with Ambassador Abascal and First Secretary Alejandro Simancas Marin
that more functional activities between local administrations of two
countries should be conducted and a future cooperation atmosphere
should be established. In this regard, with the help of Ambassador
Abascal for Turkish municipal officials a visit program to Cuba will
be prepared. Within this program, if health condition of legendry
Cuban leader Fidel Castro allows, a short meeting with Castro is
planned. Contacts with the Municipality of Havana and other local
administrations in Cuba continue.

MITAGED
visits St. Petersburg and Moscow
St Petersburg, a city
of haunting magnificence, and Moscow, political center of Russia
welcomed Foreign Minister Abdullah Gül and MITAGED board members at
the same time.
The association
organized White Nights and St. Petersburg International Study Tour
between June 26 and July 2, 2006. MITAGED officials and St
Petersburg Foreign Relations commission held a meeting to exchange
of views on local administrations.
Following the opening
speeches of the Deputy Head of the commission Igor Lonsky and
MITAGED Chairman Müfit Şekerci, mayors attending the meeting gave
detailed information about their municipalities and regions.
Encountering Foreign
Minister Abdullah Gül in Russia was also a great surprise for
MITAGED officials. Having conversation with each member of the group,
Gül stated that MITAGED's magazine Yerel Dünya is a groundbreaking
magazine representing Turkey in the international arena.

MITAGED
visits Denmark Embassy
Upon the invitation of
Denmark Embassy, following the conference held in Hilton on April
27, 2006, MITAGED board members visited the embassy. During the
meeting, local administrations, public services provided in two
countries, applications and technologies were discussed.

|
Workshop
for local administrations kicks off
Economic Policy
Research Foundation of Turkey, TEPAV- EPRI (TOBB), World Bank
Institute and TODAIE organized a workshop which focused on the
educational needs of municipalities in the Local Administrations
Reform process. The workshop was held at the headquarters of the
TODAIE on January 26, 2006. Following the workshop, MITAGED held an
evaluation meeting.

Meeting
between MITAGED and Italian Embassy
Following
the meeting between Italian Embassy and MITAGED Administrative Board
members, it was stated that both parts will do their best to enhance
relations between the local administrations of two countries and
mutual visits will be organized. Details about the cooperation will
be declared soon.

|
MITAGED's
negotiations with Japan
MITAGED's talks and
negotiations with Japan regarding cooperation about earthquakes and
conveying information to local administrations on the subject
continue.
According
to the Japan Economic Cooperation carried out in Turkey, Japanese
government provided technical and financial help to strengthen the
buildings located in earthquake area, to restructure devastated
areas after 1999 Marmara earthquake.

MITAGED
and Azerbaijan SSTAA Association cooperation
According
to the cooperation agreement between Azerbaijan SSTAA Association
and MITAGED, mutual observation trips will be organized and
municipality twinning will be established.
