Konferans,
beklenenden daha yoğun bir ilgi ile tamamlandı. Kamu ve Yerel
Yönetimler için TERRAPINN tarafından Türkiye'de muhatap kabul
edilen ve Stratejik
Ortaklık anlaşması imzalamış olan MİTAGED, toplantıya
Yönetim Kurulu Başkanı Müfit ŞEKERCİ, 2. Başkan Dr. Erdal
KARABAŞ, Osman SEÇER ile ÖZEL MİSAFİR statüsünde katıldı.
Açılış
toplantısının ardından yapılan ilk panelde konuşmacı olan MİTAGED
Yönetim Kurulu Başkanı Müfit ŞEKERCİ, metro ve kentiçi Raylı
sistemlerin uygulanmasında belediyelerin, danışman firmaların,
yatırımcı kuruluşların dikkat etmeleri gereken yasal
prosedürleri ve ülke şartlarından, siyasi, toplumsal ve insani
unsurlardan kaynaklanan sorunları kısaca belirtti. Yabancı firmaların ülkemizde iş
yapabilmeleri için bilinmesi gerekenleri açıkladı. Simultane
tercüme ile konuşmalar salona verildi.
Toplantı
sonrasında yabancı elçilikler ve firmalarla birlikte bazı kamu
kurumları ve STK lar da MİTAGED ile işbirliği içinde çalışma
olanaklarını ve şartlarını görüşmek istediklerini
belirttiler. Bu kapsamda önümüzdeki günlerde yurtdışındaki
bazı kuruluşlar, MİTAGED ile görüşmelerde bulunmak üzere
ülkemize birer heyet göndereceklerini söylediler.
Konuşmacılardan
Klaus Ebelding ve Marc Smeets tarafından yaşanan küresel kriz
nedeni ile Kamu-Özel sektör ortaklıklarında özel sektörün artık
sıkıntı yaşayabileceği ve projeler üzerinde daha ciddi
inceleme yapacakları kaydedildi.
Hazırlanacak
metro ve raylı sistem projelerinde, ciddi danışmanlık
hizmetlerinin artık daha önemli olduğu bir çok konuşmacı tarafından
dile getirildi.
Özellikle
belli ölçekteki yerleşim yerlerinde raylı sisteme geçilmemesinin
veya geçmekte geç kalınmasının da ayrı bir toplumsal maliyet
yarattığı belirtildi.
Ela
Babalık ve Gülden Erkut tarafından, Kent planlarının hazırlanmasında
bu tür ulaşım sistemlerinin planlanmasının daha baştan yapılmasının
önemine değinildi.
Kamu
ve özel sektör ortaklık modelinin kurulumunda yapılacak
hatalarda bu tür ortaklıklara güvenin azalacağı, konuşmacılar
tarafından ifade edildi.
